BOSS seed Campaign: Opinions Needed

We are very close to making the final decision on the purchase of seed and it's delivery.  There is currently a question of if we should send the lowest quality seed that will give us the biggest shipment, or the better quality BOSS seed that will still give us a large shipment but not as large.  Things to consider when evaluating following four options:
   1.  $1,400 approximate total fund.
   2.  Each bag weighs 40 lbs.
   3.  BOSS seed is higher quality and would be easier to donate if the shipment was returned to the supplier.
   4.  Sending individually boxed  seed to specific people stands a better chance at actually getting delivered to someone.

NOTE:  The following numbers are rounded estimates for comparison purposes only.  Final prices will be different.

1. Send each 40# bag BOSS seed individually boxed by FedEx = $35
   1,400 / $35 = 40 boxes = 1,600 lbs

2.  Send each 40# bag of "okay quality" mixed seed individually boxed by FedEx = $27
   1,400 / $27 = 51 boxes = 2,000 lbs

3. Send full truck load of BOSS seed
   1,400 / $21 bag = 66 bags = 2,500 lbs

4. Send full truck load of "okay quality" mixed seed.
   1,400 / $13 bag = 107 bags = 4,200 lbs

Well, the final result is that we purchased 60 of the 40 pound bags.  With the shipping it cost a total of $1,429.40.  That's 2,400 pounds or well over the ton of seed we were shooting for!  It was delivered to HBO in NYC on Thursday 17 April 2008.
